The Mayor of Santiago, Samid Sandoval, presented before the Supreme Court of Justice an appeal for constitutional guarantees against executive decree No. 612 of May 8, 2020, which lifted the restriction on the sale and consumption of alcoholic beverages applied for cause of the Covid-19 pandemic.
According to Sandoval, Law 5 of January 11, 2007 grants municipalities autonomy to establish restrictions on the sale of alcoholic beverages and Decree No. 612 of May 8, 2020 is violating said norm.
Sandoval pointed out that the consumption of alcoholic beverages during the
Covid-19 pandemic can cause an increase in cases of domestic violence and that in the province of Veraguas there is a serious problem of alcohol consumption.
He stated that in this case the Supreme Court of Justice is being asked to establish who is responsible for the sale of liquor in the municipalities.
He said that other mayors of the province also agree to maintain the restriction on the sale of alcoholic beverages, so it was decided to go to court to settle this situation.
