Trump-Era Policy Shifts Test the Boundaries of U.S. Institutions

A proposed presidential commemorative coin, the dismantling of federal education functions and a new addiction-drug trial illustrate how law, public health and government power are being recast.
The Trump administration's effort to reshape federal institutions is now extending from the structure of government to the symbols it places in public life.

The Treasury has announced a gold-coloured one-dollar commemorative coin bearing President Donald Trump's likeness for the United States' two-hundred-and-fiftieth anniversary, prompting legal debate over the long-standing prohibition on portraits of living people on American currency and securities.

The Treasury's position is that the coin is a commemorative item rather than conventional currency or a security.

The proposed piece contains no actual gold.

Its legal status is nevertheless contested, and any challenge would have to clear the procedural question of who has standing to bring a case against the government.

The planned release is scheduled for the autumn.

That dispute over executive authority has a more immediate institutional counterpart at the Department of Education.

President Trump has called for the agency's abolition, but Congress would have to pass legislation to eliminate it.

With little congressional appetite for that step, the administration has shifted major functions to other executive departments, including the Departments of Justice, Health and Human Services, Treasury and Labor.

Education Secretary Linda McMahon remains in office, but the department now relies increasingly on interagency agreements to carry out responsibilities established by law.

Supporters describe the rearrangement as a way to reduce bureaucracy and return control to states; critics warn that dispersing federal education programmes could complicate oversight and disrupt services for students and families.

The administration is also directing federal resources towards unanswered public-health questions.

The Department of Veterans Affairs has launched a clinical trial of semaglutide, the active ingredient in Ozempic and Wegovy, to test whether the drug can safely and effectively treat alcohol use disorder in veterans.

Semaglutide belongs to the class known as glucagon-like peptide-one receptor agonists, or GLP-one drugs, which are approved for diabetes and weight management rather than addiction treatment.

Early studies have suggested that such drugs may reduce alcohol cravings, but the evidence is not yet sufficient to establish them as a treatment for substance-use disorders.

The Veterans Affairs trial is designed to provide more rigorous evidence, and participants should not replace established treatment with semaglutide without medical advice.

These developments unfold against a longer constitutional constraint on American politics: presidential primaries remain principally a matter for individual states.

A single national primary day would require congressional action, and Congress has historically been reluctant to displace state authority over election administration.

The result is a system in which early-voting states retain disproportionate influence over the selection of presidential nominees.
