Migrant Children Abandoned at U.S.-Mexico Border

Texas authorities have rescued two young migrant girls, aged five and nine, who were abandoned by smugglers at the U.S.-Mexico border.

The incident underscores the ongoing humanitarian and administrative challenges posed by the rising number of unaccompanied minors crossing into the United States.

### The Rescue
The Texas Department of Public Safety reported that its troopers discovered the girls, who are from El Salvador, left at the southern border with only a note containing a phone number and an address.

The smugglers fled back to Mexico as law enforcement approached.

The girls were referred to U.S. Border Patrol and are expected to be transferred to the Department of Health and Human Services (HHS), which manages unaccompanied migrant children upon their arrival.

### A Broader Issue
This incident is not isolated.

Reports of abandoned children carrying contact information stitched into their clothing or written on scraps of paper have become more frequent as migration surges.

Many of these children are eventually released to sponsors in the United States after being processed by HHS.

The broader crisis has seen a significant rise in unaccompanied minors entering the U.S. Over the past five years, more than 448,000 unaccompanied children were transferred from Immigration and Customs Enforcement (ICE) to HHS custody, according to a report from the Department of Homeland Security’s Office of Inspector General.

### Systemic Failures
Despite the high numbers, systemic inefficiencies persist.

ICE reported that from 2019 to 2023, over 32,000 unaccompanied children failed to appear for scheduled immigration court hearings.

The watchdog noted that approximately 291,000 children have not been marked for removal proceedings due to ICE’s failure to schedule court dates or issue notices.

Moreover, ICE's 2024 fiscal year report reveals that removals of unaccompanied minors remain minimal.

While over 500,000 unaccompanied children entered the U.S. during the Biden administration, only 411 were deported in 2024, up from 212 in 2023 but far fewer than the 4,000 removed in 2022.

The low removal rates highlight the difficulties in tracking and processing these children.

Policy and Humanitarian Concerns
The plight of unaccompanied minors raises urgent questions about U.S. immigration policy and enforcement.

Advocates point to the dangers children face during their journey, often exploited by smugglers and left vulnerable upon arrival.

Critics argue that lax enforcement policies and administrative delays incentivize families to send children alone, hoping they will eventually reunite with relatives in the U.S.

Meanwhile, officials and policymakers face pressure to balance humanitarian obligations with enforcement measures.

The current system’s inability to track, process, or ensure the safety of thousands of children adds to the complexity of an already contentious issue.
