Technical roundtable on electoral reforms achieves consensus on 24 articles

Technical roundtable on electoral reforms achieves consensus on 24 articles

The results of the technical table should be sent to the Government Commission, to reactivate the first debate of the project.
The technical table that reviews the modifications to the electoral reform project , made up of members of the National Assembly (AN) and the Electoral Tribunal (TE), defined 24 articles of the first block this Thursday, in its third meeting.

"We have reached an agreement. Today we define 24 articles on the different topics that we have been advancing. Our technical team will continue working today and tomorrow on the issues of the second block," said the TE magistrate, Heriberto Araúz.

The next session of the technical table, which addressed this Thursday the analysis of political financing and the electoral criminal jurisdiction, will be on Monday at 9:00 a.m.

This technical table was installed last Monday, September 20, after the TE magistrates communicated their decision to decline to continue participating in the discussion on the modifications to the electoral reform project.

The results of the technical table must be sent to the Government Commission, to later reactivate the first debate of the project.

During the first and second day of the meeting, some consensus was reached:

- The word "gratuity" is eliminated in article 22 of political propaganda.
- The intervention of the Electoral Tribunal in the processes or internal calls of the parties was endorsed.
- The publication of polls remains until the Thursday before the general elections.
- The proposal of the deputies that established a ban of 20 days is eliminated. The magistrates warned that a ruling of unconstitutionality was involved.
- The validation of biometric signatures is established for political parties and candidates by free application.
- It is established that the Electoral General Prosecutor's Office has the power to intervene in the administrative procedures that the administrative electoral courts will carry out at the time.

Likewise, the purging of the electoral roll has been analyzed for those who do not participate in three consecutive elections and who during that time do not proceed to the Electoral Tribunal. That is, they will not have the right to vote.

The first block of the draft Law 544 on electoral reforms was approved in the Government Commission on September 2, and the second block on September 7, and between both blocks some 75 modifications were introduced.
