The Ministry of the Presidency will not make any more purchases for any other entity, related to the state of emergency declared by the Covid-19 pandemic.
This was announced this Wednesday May 6 by the Vice Minister of the Presidency, Carlos García, at the daily press conference led by the Ministry of Health (
Minsa).
"The Ministry of the Presidency will not process or make any purchases for any other state entity, in relation to the pandemic," the Vice Minister of the Presidency, Carlos García , announced this Wednesday, May 6 at the daily press conference headed by the Ministry of Health (
Minsa) .
"We have communicated to all ministers, directors and administrators of entities the procedure that they must follow from now on, to request the transfer of emergency funds," added the vice minister.
Until now, the Ministry of the Presidency managed funds and purchases, in the midst of the pandemic. This is how, for example, the questioned purchase of 100 fans for $ 5.2 million was processed, with no participation from
Minsa or its medical team of advisers.
Now, as announced by García, each entity will request resources from the Presidency, in writing, attaching the quotes and a technical report with the specifications, prepared by qualified professionals in the field, “for verification”.
"Once the previous steps have been completed, the procedures that allow the transfer of funds will begin," said García.
All entities must publish on their website the purchases they manage with funds transferred from the Ministry of the Presidency, "for the knowledge of citizens".
"Once the declared state of emergency has ended, the contracting entities will present to the Cabinet Collation a detailed report of the contracting carried out," added the deputy minister.
THE MILLIONS SPENT UP TO NOW
Since the state of national emergency was declared last March 13, the Ministry of the Presidency has been assigned a budget of $191 million; $140 million is assigned to the Panama Solidario plan, of which $56 million was disbursed in April, in the purchase of "physical" vouchers. As of May, $31.3 million has been allocated for the vouchers.
In total, the Presidency will allocate $87.3 million to purchase vouchers to redeem in supermarkets.
Carlos García informed that he has already received the formal request from Enrique Lau, director of the Social Security Fund (CSS), for the payment of the extra shifts of doctors, nurses, laboratory workers, stretcher bearers and other medical personnel, who provide service to those infected of the
Covid-19.
"We have already requested the MEF [Ministry of Economy and Finance] to transfer $36 million to
Minsa, to support health professionals who are fighting the pandemic," he said.
